  • 1. Programmes which are competitions (e.g Quiz)

    Sections of any programmes which have competition formats should be discussed with the relevant Content Editor. The competition element should be formally structured and considered with competition rules published beforehand in a prominent location to ensure that the competition is held in a fair manner with mechanisms in place for dealing with any disagreements. The arrangements should be clearly noted in the Editorial and Business Brief.

  • 2. Prize Competitions in Programmes, or associated activities.

    S4C’s written authorisation must be obtained before running a prize competition in a programme. After receiving authorisation to run a prize competition, the next stage is to complete a competition form, a full set of rules and, if necessary, enter into a written agreement with all relevant data processors incorporating the data protection clauses to ensure that arrangements run smoothly for the prize competitions.

    A complete set of legal rules should be easily accessible to all potential entrants to the competition. A suggested structure for the rules are linked in 2.2 below. Please note that these rules are in 2 parts. Part 1 includes those rules which must be conveyed to the viewer/individual taking part before they take part in the competition and Part 2 includes wider rules which can be made available to the public in an appropriate place.

    The rules provided in Part 1 can be conveyed to the public as on-screen text or as information provided via presenter scripts. Any on-screen text should be legible and should remain on the screen for a sufficient period to allow the viewer to read all the relevant information before deciding whether or not to take part in the competition.

    A copy of the full rules should be available to the public on a relevant website and by contacting S4C's Viewers' Hotline. The competition organiser must send a copy of the final rules to S4C's Viewers' Hotline prior to broadcast of the relevant programme.

  • 3. Voting

    Any voting element in a programme should be authorised by S4C in writing following the receipt of the relevant information in the Editorial and Business Brief. If authorisation to proceed is given, the next stage is to complete the voting form, a set of rules and, if necessary, enter into a written agreement with all relevant data processors incorporating the data protection clauses to ensure that the voting proceeds smoothly.

    When viewers are asked to vote during any programme, viewers should be referred to the rules related to voting at the time of announcing the vote. i.e. if the vote is announced during a programme, a notice should appear on the screen or the presenters should refer to the availability of these special rules on a relevant website and by contacting S4C's Viewers' Hotline.

    A complete set of legal rules should be made available for easy access by the public and a suggested structure for the rules are linked in 3.2 below. The competition organiser must send a copy of the final rules to S4C's Viewers' Hotline prior to broadcast of the relevant programme.

  • 4. Viewer contributions to programmes or programme websites

    Viewer contributions to be included in programmes could be a phone call, text, e-mail, photograph or a variety of additional items.

    If viewer contributions are to be included in a programme or website, the producer must complete the viewer contributions form, a set of conditions and, if necessary, enter into a written agreement with all relevant data processors incorporating the data protection clauses.

    Where viewers are asked to send special contributions to be included in a programme or on a website, viewers should be referred to the conditions related to the sending of such contributions at the time of the contributions are requested by the producer. i.e. if the contributions are requested during a programme, a notice should appear on the screen or the presenters should refer to the availability of these special conditions on a specific website and by contacting S4C's Viewers' Hotline.

    A copy of the relevant conditions must be provided to the S4C Viewers' Hotline before transmission of the relevant programme.

  • 5. Downloading material

    Apart from the usual services such as Clic, or podcasts which are available free of charge, if there any additional activities which would involve any additional cost to the public, the permission of the content editor must be sought before proceeding with any subsequent arrangements.

    Downloading
    If you wish to enable viewers to download content using on-line technology, mobile phones or any other technology, you must consider the following points:

    • That you are in possession of all relevant rights to enable the provision of material to members of the public in this way (e.g. copyright, the rights of performers, publishers and so on in any music or pictures)

    • That you clearly inform viewers of all costs payable and that no hidden costs are incurred by viewers.

    • That the technology used is secure and that any content downloaded will not have a detrimental effect on any computer, phone or any other device owned by the viewer.

    • That you inform the viewers appropriately of the relevant terms and conditions for downloading (e.g. the necessary technology and/or hardware required for experiencing the downloadable content, and restrictions on the use of the downloaded content by the viewers, any information regarding the destruction of the downloaded content (i.e. is the material available to the viewers in perpetuity or for a short period after downloading?)
